Robert Nicholas Burns (born January 28, 1956) is an American diplomat and professor who has been serving as the US ambassador to China since 2022.

Burns worked at the State Department for 25 years, most recently as the United States Under Secretary of State for Political Affairs. As under secretary, he oversaw the bureaus in charge of US policy in each area of the world and was the Department’s top career Foreign Service officer. On April 30, 2008, he announced his retirement. In the summer of 2008, he was a visiting scholar at the Woodrow Wilson Center in Washington, D.C. Burns began working as a senior counselor for The Cohen Group, a consulting business in Washington, D.C., in July 2009.
